English Councils Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a new study of municipal councils, UK councils are planning to offload community centers, sports centres, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of councils are intending to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and open spaces to shore up their budgets, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in southeast England said its property management strategy featured the sale of a shopping centre in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Wider Fiscal Strains

This research of local authorities in the coalition, which covers several urban centers, further found that more than 70% of councils will need to increase local levies next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to deliver both improved services and financial savings,” stated a council leader.

He added: “There are population challenges which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Projections

Research of county councils recently further found local finances being stretched by the growing number of children and adults needing special educational assistance.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document setting out those changes was recently delayed.

Disadvantage and Funding Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many key cities members were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only one key city is in the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the extent of challenges confronting municipal officials across key cities in the next twelve months,” the report added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that accounts for and responds to the actual extent of deprivation and demand,” stated a council leader.

“Without this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the study found.
